With reference to five Military Convicts named in the margin, sent to this Country from China, in the ship "Marchioness of Londonderry" with Billings, Briew, Wilford, and papers, and received into Millbank Prison on the 18th August last, I have to acquaint you, for the information of Secretary for War George Lewis, that the Governor of Portsmouth Prison, where they are now located, states that for want of the necessary information beyond that which the Prisoners themselves can furnish, he is at a loss to know how to place them in their different stages or when to bring them forward for licence.
